Wandayi said the report did not establish that he, the Ministry of Energy and Petroleum, or any ministry official authorised, supported or participated in the alleged online campaign.
The Cabinet Secretary addressed the matter on Friday after his attention was drawn to what he described as an unverified report concerning social media activity purportedly praising the ministry's handling of electricity tariffs.
“My attention has been drawn to some unverified report alleging the creation of some activity on social media that is purported to have been in praise of the actions of the Ministry of Energy and Petroleum regarding electricity tariffs,” Wandayi said.
His remarks followed Anthropic's September 2026 threat intelligence report, which said it had identified and disrupted what it described as a coordinated inauthentic behaviour campaign targeting political discourse in Kenya.
According to the report, a single actor allegedly used Anthropic's Claude AI model to produce Kenyan political content in large batches of exactly 50 posts.
The campaign reportedly included instructions designed to make the AI-generated messages appear as though they were spontaneous comments from ordinary grassroots supporters.
The revelations have since raised questions about the growing use of artificial intelligence in political communication and the potential impact of AI-generated content on public opinion.
Wandayi, however, maintained that the report did not demonstrate any involvement or authorisation by him, his ministry or its officials.
