EACC Detains Anti-Counterfeit Board Chair Over Investor Bribe Allegations

The Ethics and Anti-Corruption Commission (EACC) has taken Hon. Josphat Gichunge Kabeabea, Chairperson of the Anti-Counterfeit Authority (ACA) Board, into custody over allegations of bribery and extortion targeting both local and foreign investors. 


The move comes after searches of his offices and residence as part of an ongoing investigation.


The probe follows claims that on 11 November 2025, Mr. Kabeabea allegedly demanded a Kes5 million bribe from a Chinese investor trading as Hongda Automotive Limited. 


According to the complaint lodged with EACC, he reportedly threatened to arrest the investor for involvement in counterfeit activities if the payment was not made. 


The bribe amount was later allegedly reduced to Kes150,000, which was sent to a number linked to the board chair’s personal driver.


EACC officials confirmed that multiple similar complaints have surfaced during the investigation, indicating a possible pattern of abuse of office. 


“The Commission will pursue every credible allegation to ensure accountability and protect public interest,” said EACC in a statement.


The Anti-Counterfeit Authority is a government body mandated to enforce intellectual property laws and prevent the circulation of counterfeit products. 


Cases of alleged corruption within regulatory institutions such as ACA have previously raised concerns over investor confidence and the effectiveness of enforcement in Kenya.


Mr. Kabeabea is currently held at the Integrity Centre Police Station, where EACC investigators are recording his statement and gathering evidence. 


The Commission emphasized that all individuals, regardless of position, are subject to the law, and no one is immune from investigation.


Kenya has in recent years intensified efforts to combat corruption in public institutions, with EACC playing a central role in probing cases involving misuse of office and extortion.


The Commission has urged anyone with information on related incidents to come forward. Investigations are ongoing, and further updates will be provided as the inquiry progresses.
