Pauline Njoroge Says Babu Owino Has Developed Detailed Nairobi Plan Ahead of 2027

Embakasi East MP Babu Owino is quietly preparing a comprehensive blueprint for the management of Nairobi County ahead of the 2027 General Election, according to Jubilee Party deputy organising secretary Pauline Njoroge. 


Her remarks, shared on X, add new momentum to speculation over who may challenge for the capital’s top seat as parties begin early internal manoeuvres.


Njoroge said her impression of the MP’s readiness was shaped during a meeting earlier this year, where the two discussed the state of the county and its long-standing governance challenges. 


She noted that the engagement took place months after they first met in 2023, a period she linked to their shared experience of facing charges following the Finance Bill protests. 


Their conversations, she said, gradually shifted from national events to Nairobi County issues.


According to Njoroge, Owino did not limit himself to broad political talking points. Instead, he presented a structured outline that examined service delivery failures, areas where residents routinely express dissatisfaction, and functions of the county government that require urgent reform. 


She said the MP had studied the county’s operations with unusual depth for someone who has not publicly declared interest in the governorship.


The Jubilee official explained that the legislator’s presentation included proposed interventions, though she withheld specific details. 


She stated that the content forms part of Owino’s own political messaging and would be outlined fully if he opts to pursue the seat. Njoroge described the level of preparation as indicative of a candidate who has considered both policy direction and administrative execution.


Her account comes at a moment when Nairobi politics is beginning to take shape ahead of the 2027 cycle. 


The county has historically attracted high-profile contests due to its political influence, economic weight, and diverse voting blocs. 


Past elections have shown that early organisation often shapes alliances, primaries, and eventual ballot outcomes, especially within dominant parties such as ODM, UDA, and smaller coalition partners.


In her X post, Njoroge referenced a biblical passage from Habakkuk to illustrate the MP’s approach, saying Owino had already written down his plans clearly. 


However, she reiterated that he has not made a formal declaration and will present his vision directly to voters if he chooses to run.
