Waiguru Highlights Merit-Based Inclusion as Ruto Considers Female Deputy in 2027

Kirinyaga Governor Anne Waiguru has underscored the importance of merit and inclusivity in Kenya’s top leadership as discussions continue over President William Ruto’s plan to consider a woman as his running mate in the 2027 elections.


Speaking to the Daily Nation on Tuesday, Waiguru emphasized that leadership roles should be open to all qualified individuals, regardless of gender. 


“I believe women have shown that we can serve in the highest offices in the land — not as tokenism, but as a right,” she said. “The country benefits immensely when every sector of its population is included in all arenas, including in the highest echelons of leadership. It would be fitting for that reality to be recognised and affirmed in the next administration.”


Waiguru, a former Cabinet Secretary and one of Mt. Kenya’s prominent political figures, clarified that the choice of deputy president is ultimately at the discretion of President Ruto. 


She did not name any preferred candidate, focusing instead on the principle that appointments should reflect competence and contribution.


Her remarks come amid broader debates over representation in executive positions ahead of the 2027 general elections. 


Women leaders across Kenya have repeatedly advocated for increased visibility in government roles, citing studies and experiences that suggest inclusive leadership strengthens policy outcomes and national development.


The discussion aligns with Kenya’s constitutional and political reforms that encourage gender inclusivity. 


Article 27 of the Constitution guarantees equality and prohibits discrimination based on gender, while political parties have in recent years sought to incorporate gender representation targets in their manifestos.


President Ruto has publicly acknowledged the role of women in national leadership, though he has yet to confirm whether he will select a female deputy in the next electoral cycle. 


Waiguru’s comments reinforce the view that such decisions should be grounded in merit and practical contribution rather than symbolic gestures.


With the 2027 elections still years away, the conversation on gender representation is expected to continue influencing political strategies, party nominations, and public expectations of inclusive governance.
