TSC to Review Teacher Safety in Northern Kenya After Al-Shabaab Kills Teacher in Garissa

The Teachers Service Commission (TSC) has announced plans to urgently review the safety of teachers working in Northern Kenya following the killing of a teacher in a suspected Al-Shabaab attack in Garissa County.

In a statement released on Monday, January 26, TSC said it will visit Hulugho Sub-County on January 27, 2026, alongside other government agencies, to assess the security situation and establish the safety of teachers in the area.

“The Commission, together with other relevant government agencies, will visit Hulugho Sub-County in Garissa to assess the situation on the ground and ascertain the safety of its employees,” TSC said.

The announcement follows the death of Stephen Vundi Musili, a teacher who was shot dead while on duty in what is believed to be an attack carried out by Al-Shabaab militants.

According to TSC, the government, working with security agencies, transported Musili’s body to Nairobi, where it is being preserved at Chiromo Funeral Home as funeral arrangements continue. 

The Commission said it is supporting the family and ensuring the late teacher is given a dignified send-off.

TSC strongly condemned the attack, terming it a heinous and cowardly act of terrorism that not only claimed the life of an innocent teacher but also threatened the right to education and the safety of both teachers and learners in the region.

The Commission reiterated its commitment to protecting teachers and improving their welfare, especially in insecurity-prone areas.

“We take the safety and security of teachers seriously and will continue working closely with government agencies to enhance security,” TSC said, while extending condolences to Musili’s family, colleagues, and students.

Police reports indicate that the attackers struck multiple targets in Hulugho at dawn. They first attacked a local chief at his residence, shooting him dead before detonating an explosive device on his vehicle. 

The militants later targeted Musili’s home, forced him outside, and killed him a short distance away before escaping.

The incident has renewed calls for enhanced security measures to protect educators serving in high-risk regions.
