Gor Mahia Football Club has been slapped with a Ksh300,000 fine by the Football Kenya Federation (FKF) Disciplinary Committee following a security breach during their Kenya Premier League match against Bidco United at Kasarani Stadium on September 21, 2025.
According to FKF, the 21-time league champions failed to properly manage crowd control and ensure safety within the stadium during the fixture.
While the club had outsourced matchday ticketing and access control to third-party vendors, the Committee ruled that Gor Mahia remained ultimately responsible for maintaining order and ensuring the safety of fans and players.
In its ruling, the Disciplinary Committee emphasized that clubs are held accountable for incidents occurring in or around the stadium — whether or not they are directly at fault.
“Under the Strict Liability standard, a club is responsible for incidents happening in or around the stadium, irrespective of fault or negligence. The doctrine of Vicarious Liability extends this responsibility to acts or omissions by service providers or contractors working on behalf of the club,” the FKF statement read in part.
The federation further noted that outsourcing matchday operations does not exempt clubs from their responsibilities under CAF and FIFA disciplinary frameworks, which require strict oversight and preventive security measures.
As a result, the committee found Gor Mahia guilty of failing to uphold adequate safety and order during the match — an offense that compromised both fan and player security.
The club has also been issued a formal warning to improve security management and avoid future lapses.
“Gor Mahia has been fined Ksh300,000, payable within fourteen days,” FKF confirmed, warning that repeat offenses could lead to stiffer penalties, including suspension of home fixtures or additional fines.
A detailed decision will be released on November 4, 2025, after which Gor Mahia will have the right to appeal as provided under the FKF Rules and Regulations (2024).
The Kasarani incident adds to Gor Mahia’s disciplinary record, following a similar fine in 2023 when fans caused unrest during a match against Murang’a Seals at the same venue.
