Mudavadi Says Ruto’s Address Shows Government Shifting Focus to Service Delivery

Prime Cabinet Secretary Musalia Mudavadi has said President William Ruto’s latest State of the Nation Address signals a renewed emphasis on service delivery, particularly in sectors that directly affect households across the country. 


In a statement released after the parliamentary address, Mudavadi said the progress outlined by the President reflects “a collective journey” toward strengthening national institutions and improving public services.


Ruto’s address, delivered under Article 132 of the Constitution, covered government performance over the past year and highlighted projects in education, healthcare, and transport. 


Mudavadi pointed to the recruitment of additional teachers as an example of ongoing efforts to ease staffing shortages in public schools. 


Teacher distribution and classroom capacity have remained central issues since the transition to the Competency-Based Curriculum, which requires more personnel and new teaching approaches.


The Prime CS also referenced developments in the health sector, noting the government’s goal of bringing primary care closer to communities. 


His remarks align with the administration’s broader Universal Health Coverage roadmap, which includes the operationalisation of new health financing laws. These changes aim to reduce out-of-pocket expenses, a long-standing concern for many Kenyan families.


Infrastructure featured prominently in Mudavadi’s statement, particularly the planned extension of the Standard Gauge Railway from Naivasha to Kisumu and onward to the Busia border. 


He said the project could improve trade flows in western Kenya, a region that relies heavily on cross-border commerce with Uganda. 


The railway extension has been part of Kenya’s long-term transport blueprint, though its implementation will require coordination with regional partners and sustained investment.


Mudavadi framed the President’s address as a reminder that national development depends on participation from both leaders and citizens. 


His statement did not address emerging questions from opposition figures, who often use the annual address to scrutinise government performance and demand clearer accountability on economic indicators such as public debt and the cost of living.


The State of the Nation Address has historically served as a political and policy checkpoint, allowing the executive to outline achievements and future priorities. 


Mudavadi said the latest update demonstrates a commitment to ensuring that planned reforms translate into measurable improvements for households and communities. 


He urged Kenyans to remain engaged in national conversations as the government continues implementing its programmes.
