KPA’s KARGOPAY Honoured at AAPAM 2025 for Advancing Digital Public Service

The Kenya Ports Authority (KPA) has received continental recognition after its digital payment system, KARGOPAY, was named runner-up in the Innovative Management Award category at the 44th African Association for Public Administration Management (AAPAM) conference in Eswatini. 


The accolade underscores Kenya’s progress in integrating technology to improve public sector service delivery.


Out of 49 entries from across Africa, only six initiatives were shortlisted to demonstrate practical solutions in transforming governance and operational efficiency. 


KARGOPAY was highlighted for streamlining cargo clearance and enhancing port operations through its user-friendly payment platform, which launched in July 2023. KPA officials described the system as pivotal in reducing delays and simplifying payment processes at the country’s ports.


The AAPAM conference, convened under the theme “Agile Public Administration: Partnership and Digital Transformation for Citizen-Centric Service Delivery,” attracts senior public administrators, scholars, and policy makers from the continent. 


AAPAM President Dr. John Nakabago acknowledged the crucial role of innovation in improving government efficiency and urged institutions to actively incorporate citizen feedback into their reforms.


Kenya’s delegation included high-ranking government officials, notably Dr. Idris Dokota, Principal Secretary for Cabinet Affairs, who joined KPA staff in celebrating the achievement. 


The recognition complements Kenya’s broader efforts to modernize public services, following years of reforms aimed at enhancing transparency and accountability in state institutions.


KARGOPAY is part of KPA’s digital transformation agenda, which seeks to create a more resilient, efficient, and customer-focused port authority. 


By enabling real-time, secure payments, the system has improved the flow of goods and strengthened Kenya’s trade competitiveness in the region.


KPA noted that the award is a reflection of its commitment to embracing innovation as a core aspect of operations. 


The authority affirmed that it will continue to explore digital solutions that enhance efficiency and uphold Kenya’s position as a key trade hub in East Africa.


The runner-up recognition at AAPAM further positions Kenya as a leader in leveraging technology for public sector improvements, a milestone that aligns with ongoing national initiatives to digitize government services and improve citizen engagement.
