Human Rights Activists Demand Full Probe After Fatal Embakasi Shooting

Human rights group VOCAL Africa has called for a thorough investigation following the fatal shooting of Shukri Ibrahim in Embakasi, praising the swift action by the Independent Policing Oversight Authority (IPOA) but urging that justice goes beyond early arrests.

The incident occurred on January 11, 2026, at Bhakita stage and reportedly began as a minor traffic dispute involving a matatu. According to VOCAL Africa, the confrontation escalated unnecessarily when a police officer used lethal force, resulting in Ibrahim’s death.

In a statement shared on X on January 12, 2026, the organisation commended IPOA for quickly arresting and arraigning the two officers involved, securing a 14-day custodial order, and promptly completing the post-mortem. 

“This demonstrates a commitment to transparency and accountability in policing,” the group said.

VOCAL Africa stressed that the victim’s family must remain central to the process, calling for an investigation that is impartial, open, and free from interference. 

“We stand with the victim’s family and urge a full, fair inquiry that ensures justice is served,” the statement read.

The group further highlighted that such incidents, stemming from everyday road disagreements, should never end in loss of life. 

They described the shooting as an example of unjustified use of force and a reminder of the urgent need to curb police impunity.
