A new assessment of senior government administrators has placed three Principal Secretaries at the forefront of Kenya’s public sector performance, highlighting their influence on national reforms and day-to-day service delivery.
The findings, released in the 2025 Mizani Africa Performance Index, show Interior PS Dr. Raymond Omollo leading the national rankings with a score of 73.9 percent.
According to the report by Mizani Africa, Omollo’s recognition stems from his stewardship of internal administration and national security coordination.
His performance this year reflects ongoing efforts to tighten institutional discipline and streamline how state agencies respond to emerging challenges.
Public Health and Professional Standards PS Mary Muthoni secured the second position with a 69.7 percent rating. Mizani Africa attributes her ranking to sector-wide reforms aimed at expanding regulatory oversight and improving the reliability of public health services.
Kenya’s health system has faced persistent demands for transparency and professionalism, and the report suggests that recent improvements have contributed to renewed confidence among citizens.
In investment administration, PS Abubakar Hassan earned third place with 67.2 percent.
His portfolio, which includes promoting foreign and domestic investment, has become increasingly significant as Kenya seeks to maintain competitiveness within the region.
Mizani Africa notes that his work in simplifying investment processes and supporting new capital inflows has strengthened the country’s economic posture.
The index also highlighted several other high-performing officials. Prof. Amb. Julius Bitok was recognized for improvements in citizen-facing government services, while Energy PS Alex Wachira was credited for contributing to stability in a sector that directly affects households and businesses.
Additional commendations were issued to PSs overseeing devolution, irrigation, regional development, agriculture, and economic planning.
