President William Ruto has challenged newly trained police officers to serve Kenyans with professionalism, discipline and respect for the Constitution.
Ruto made the remarks on Friday, September 18, 2026, during a passing-out ceremony for new Administration Police recruits at the National Police College in Embakasi, Nairobi.
The President reminded the recruits that their authority comes from the Constitution and the Kenyan people. He urged them to protect citizens’ rights while carrying out their responsibilities.
Ruto said police officers should uphold human rights, transparency and accountability in their daily work. He also stressed the importance of maintaining public confidence by responding to citizens promptly, treating people fairly and rejecting corruption.
The new officers completed nine months of training before being formally admitted into the National Police Service.
Ruto said the government was implementing reforms across the police service, including improvements in salaries, housing, healthcare, training, equipment, technology and infrastructure.
The reforms include a 36 per cent increase in the basic salary of police constables, alongside adjustments for officers in higher ranks. The government has also expanded healthcare support through the Usalama Cover and continued investment in police housing.
The President said technology was also becoming an important part of policing, with systems such as biometric identification and digital police records being introduced.
He urged the new officers to remember the responsibility that comes with wearing the police uniform and to serve all Kenyans fairly.
The recruits now join the National Police Service as the government continues its efforts to strengthen policing and improve the welfare and working conditions of officers.
